Fill the PDF form at $ARGUMENTS with Emboss. Create or find the form
(`create_form` or `list_forms`), call `get_form`, then ask the user for the
values you do not already have, in one message, grouped by section. Call
`fill_form` with the values keyed by field label. Show unmatched labels and
ask again if any. Reply with the download link.
