APM (Agent Package Manager) is an open-source dependency manager from Microsoft that brings package-manager conventions to AI agent configuration. Developers declare agent dependencies once in an `apm.yml` manifest, covering instructions, skills, prompts, hooks, plugins, and MCP servers, and a single `apm install` command reproduces the full setup across Claude Code, GitHub Copilot, Cursor, Codex, Gemini, and Windsurf. The tool resolves transitive dependencies the way npm or pip does, pins resolved sources and content hashes in an `apm.lock.yaml` lockfile, and scans installs for hidden Unicode that can manipulate LLM behavior. A notable feature is `apm compile -t copilot`, which writes `.github/copilot-instructions.md` automatically with no additional configuration. Enterprise teams can enforce source allowlists and primitive restrictions through an `apm-policy.yml` file with tighten-only inheritance from enterprise down to repository level.
