Claude Octopus is a Claude Code plugin that routes tasks across up to eight AI models simultaneously, including Codex, Gemini, GitHub Copilot, Qwen, Ollama, Perplexity, and OpenRouter, treating Claude as the primary engine and the others as escalation targets. A 75% consensus gate flags disagreements between providers before code reaches production, and the `/octo:council` command (added in v9.41) runs structured deliberations with configurable goal modes like decision or red-team and supports quorum plus critical-veto logic.
